Markwayne Mullin (R-OK) served in the U.S. Senate from 2023 until his confirmation to a Trump administration post in March 2026; he previously served in the U.S. House (2013-2023). Public records show his household actively traded individual stocks and bonds, with the senator filing disclosures for more than 70 transactions worth between roughly $1.4 million and tens of millions of dollars, and repeatedly violating the STOCK Act's 45-day disclosure deadline (some filings up to 2.5 years late); his office attributes trading to a third-party manager. At least one trade — a July 2024 purchase of Stride, Inc., an education company — overlapped with his seat on the Senate HELP Committee, drawing conflict-of-interest scrutiny. His net worth grew from roughly $3.5 million (2013) to about $60-66 million by 2026, but reporting attributes this primarily to his family plumbing business and its sale, wealth that largely predates or is independent of his federal office. His leadership PAC (Boots PAC) spent roughly $1.4 million on categories that personally benefit him, including about $170,000 in chartered flights, a private chef, golf and hunting gear, while giving about one-third to other candidates. His campaign funding is heavily concentrated in oil and gas (about $1.3 million career), which correlates with his 2% lifetime League of Conservation Voters score, though no quid pro quo is established.

The stock-trading ban

Senate cloture on H.R. 7008, Sep 30, 2026
—
Cosponsored a ban bill
None

H.R. 7008 bans new stock purchases by members, spouses and dependents; it doesn't force sales of existing holdings. The Senate vote was on the version paired with the SAVE Act, which is why no Democrat voted yes. Full breakdown →

Amounts are the ranges members must report, not exact values. The STOCK Act requires a report within 45 days of a trade; "late" counts days past that deadline, measured to the filing date.

How the score breaks down

Net-worth enrichment in office
15% weight
22
Net worth rose from ~$3.5M (2013) to ~$11.4M (2018) to roughly $60-66M by 2026, but reporting ties the growth chiefly to his pre-existing family plumbing business and its later sale, plus ranch and real-estate holdings — wealth that largely predates or is independent of his Senate salary rather than tracking office tenure.
Campaign-fund personal use
15% weight
60
His leadership PAC, Boots PAC, spent roughly $1.4 million (about two-thirds of disbursements) on categories that personally benefit Mullin — including ~$170K in chartered/private flights, a $10K private chef, golf and hunting gear, limousine rentals, luxury hotels and sporting-event tickets — while giving only about one-third to other candidates. Leadership PACs face looser personal-benefit rules than campaign funds.
Revolving door & family
15% weight
18
Limited evidence: Mullin's former Senate chief of staff has been registered as a lobbyist/foreign agent (a staff-to-lobbyist pipeline indicator), but no public record was found of family members lobbying or contracting tied to his office.
Skips the job to fundraise
10% weight
20
Mullin missed 79 of 1,403 roll-call votes (5.6%) from 2013-2026, about double the Senate median of 2.8%. No sourced evidence ties specific missed votes to fundraising events or paid speeches, so the link is unestablished.
