Sen. Alan Armstrong (R-OK), the former CEO and executive chairman of the Williams Companies, was appointed on March 24, 2026 to finish Markwayne Mullin's term and cannot run for the seat. In his first week, an advisor placed about 700 trades in his account to set up a direct-indexing portfolio. He disclosed them in July 2026, more than two months past the STOCK Act deadline. He has since sold $5M to $25M of Williams stock. He has made permitting reform his main cause, cites a Williams pipeline case as an example, and says this is no conflict. He has missed no votes, and no campaign-finance or ethics findings were found.

He went straight from Williams Companies' board, which he left March 23, 2026, to the Senate, and made energy permitting reform his top priority. While promoting a permitting bill he cited a Williams pipeline whose certificate an appeals court vacated, and he held Williams stock and options after taking office. He says this is no conflict because the Senate doesn't approve individual projects; his spokesperson said he has sold a significant amount of Williams stock. No lobbying contacts or official findings were found.
