Earlier state-level ethics complaints were dismissed or unresolved. He rarely misses votes.

Yes
Cosponsored a ban bill
None

H.R. 7008 bans new stock purchases by members, spouses and dependents; it doesn't force sales of existing holdings. The Senate vote was on the version paired with the SAVE Act, which is why no Democrat voted yes. Full breakdown →

Amounts are the ranges members must report, not exact values. The STOCK Act requires a report within 45 days of a trade; "late" counts days past that deadline, measured to the filing date.

In his first 20 months in Congress Moore filed 21 periodic transaction reports listing 237 trades in his own name, worth roughly $8.7M-$21.5M by disclosed ranges, including repeated $50K-$500K trades in Harley-Davidson, Ford, American Airlines and leveraged ETFs. One June 13, 2025 report disclosed 23 April 2025 trades made around the tariff announcement 6-28 days after the 45-day deadline; Moore said they fell within the Ethics Committee's 30-day grace period and drew no fee. He sits on Financial Services, including its digital-assets subcommittee, and traded Coinbase, a MicroStrategy option-income ETF and BlackRock; most volume is in autos, airlines, health insurers and index products outside that jurisdiction.

Moore arrived wealthy: his Jan 2024 candidate report showed a law practice worth $500,001-$1M, prior-year legal fees of $590,680, rental real estate and bank and brokerage cash in the $1M-$2.5M range. His 2025 annual report shows larger cash balances (two accounts at $1M-$5M each) plus leveraged ETF and private holdings, consistent with active trading gains on a large base. The ranges are too wide to isolate growth from office. A 2018 state ethics complaint alleging he used his speakership to profit on a Siler City property sale was dismissed.

Correlation, not proof. FEC bulk data show about $501K in PAC contributions to Moore in the 2026 cycle; roughly 45% came from banking, insurance, investment, real-estate and accounting PACs (American Bankers Association, Citigroup, Bank of America, Morgan Stanley, UBS, Truist, Realtors) by Greederboard's keyword classification. He sits on Financial Services, which oversees those industries. That is concentrated industry money plus jurisdiction overlap, with no documented donor-to-action link.

Nothing on his federal committee was found. At the state level, Campaign for Accountability asked the NC elections board in Sept 2023 to rule on at least $69,300 his state campaign paid in rent to his own law firm for space it said the practice mainly used; no ruling was found. A 2015 state audit had his campaign amend five years of reports to itemize credit-card spending. These are pre-Congress, unresolved or administrative matters.
