Rep. Byron Donalds (R-FL-19), a member of Financial Services and Oversight, has been in the House since 2021 and has been running for Florida governor since February 2025. He filed no transaction reports for 2022-2023. A Campaign Legal Center complaint followed in September 2024, and in November 2024 he filed a 25-page paper report covering trades back to 2021. Since then his trades have been filed on time and include financial-sector stocks and bitcoin. His PAC money leans heavily toward finance and insurance. During the governor's race he missed 10% of House votes, and his House committee kept spending, drawing an FEC warning. No ethics finding has been made.

The stock-trading ban

H.R. 7008 passage, Jul 22, 2026
Yes
Cosponsored a ban bill
None

H.R. 7008 bans new stock purchases by members, spouses and dependents; it doesn't force sales of existing holdings. The Senate vote was on the version paired with the SAVE Act, which is why no Democrat voted yes. Full breakdown →

Amounts are the ranges members must report, not exact values. The STOCK Act requires a report within 45 days of a trade; "late" counts days past that deadline, measured to the filing date.

Donalds and his wife filed no PTRs for 2022-2023. In September 2024 the Campaign Legal Center asked the Office of Congressional Ethics to investigate 108 unreported trades worth up to $1.6M; no OCE outcome was found. In November 2024 he hand-filed a 25-page paper PTR covering trades from January 2021 to May 2024, in some cases more than three years after the trade. Since then, 173 parsed transactions (about $0.2M to $2.7M) were filed on time. They include financial-sector names his Financial Services and Digital Assets subcommittee work touches: Robinhood, PayPal, Tradeweb, banks and a $50K-$100K bitcoin purchase. Volume is moderate, but the late filings span years and the sector overlap is direct.

His 2025 federal report lists assets of roughly $1.2M to $3.3M against a $500K-$1M mortgage and $250K-$500K in student loans. His wife earns income from OptimaEd, Dewalt Impact Group and X Corp. No sign of large unexplained growth while serving.
Money → action alignmentcorrelation, not proof of any quid-pro-quo
20% weight
40
This shows correlation, not proof. Itemized 2024 PAC money (about $673K) leaned heavily toward finance and insurance, the industries his Financial Services Committee regulates: the American Bankers Association, Mortgage Bankers, UBS, Rock Holdings, Regions, Truist, Wells Fargo, SIFMA, Robinhood and LPL, among others. CLC tied some traded companies to his donors and to lobbying on his bills. There are no official allegations of a quid pro quo.
Campaign-fund personal use
15% weight
20
No personal-use allegation was found. While running for governor, his House committee kept raising and spending: it moved $1.2M to the state PAC backing his governor run and spent $136,561 on security. The FEC warned him in 2025 to stop taking House contributions and refund them; the FEC lacks a quorum, so the matter is unresolved. This is a compliance question, not personal use.

His wife runs OptimaEd, an education company, but no federal contracts, lobbying or official action tied to his office were found.
Skips the job to fundraise
10% weight
48
Voteview shows 68 missed votes out of 674 (10.1%) in the 119th Congress, about five times the House median, during his 2025-26 campaign for Florida governor. His House committee kept fundraising and spending through that period. Running for another office is stated as context and keeps the score below members who skip votes purely to fundraise.
